Bareilly Collector's Jr Assistant fails Hindi typing test thrice, demoted as peon

Bareilly District Magistrate Avinash Singh has demoted a Junior Assistant posted at Meerganj tehsil to a peon after he failed the mandatory Hindi typing test three times. Rehan Khan, who was appointed under the deceased government employee dependent quota in 2021, was given repeated opportunities to acquire the required typing skills but failed to qualify even in his third and final attempt.

Khan was appointed as a Junior Clerk on July 5, 2021. Under the applicable government provisions, proficiency in Hindi computer typing is mandatory for the post.

Employees who do not possess the required skill at the time of appointment are provided opportunities to practise and clear the prescribed test.

Khan first appeared for the typing test on September 25, 2023, but failed to achieve the required standard.

He was given a second opportunity and appeared for the test on June 21, 2024, but could not qualify. The administration subsequently allowed him a third and final chance.

The final test was conducted on September 8, 2026. Khan again failed to meet the prescribed typing standard. Following this, the district administration initiated action under the relevant government orders.

On September 16, DM Singh issued an order appointing Khan to a Class IV position.

Explaining the action, DM Avinash Singh said, "There is an employee named Rehan Khan from AWK Mirganj who was appointed as a Junior Assistant in 2021. As you are aware, proficiency in computer typing is mandatory for the post of Assistant. If an employee lacks this skill at the time of recruitment, they are given an opportunity to practise and acquire the necessary typing skills to pass the required test".

"He was given multiple chances—first, he failed; a second opportunity was provided, and he failed again; and even on the third attempt, he failed. Consequently, in accordance with government orders, we have taken action by demoting him from the Assistant post and cancelling his appointment to that position," the DM said.

The action has sparked discussion among employees at the Bareilly Collectorate, particularly over the enforcement of mandatory skill requirements for appointments made under the deceased-dependent quota.LAST CHANCE FOR OTHER EMPLOYEES

At the same time, the administration has decided to give additional opportunities to other employees who have not cleared their typing tests.

Rahul Kumar and Lakshmi Saxena have been granted a third and final chance, while Kanchit Chaudhary and Neha Joshi will get a second opportunity.

They have been given two months to prepare for and clear the Hindi typing test.

"I have granted them one final opportunity to learn computer typing within two months so that they can enhance their work efficiency," Singh said.

He added that failure to acquire the required skill within the stipulated period would invite action in accordance with government rules.
