CIA-Linked Organization to Train and Fund World Bank Staff in Brazil - 23/09/2026 - Business - Folha de S.Paulo
The World Bank hired NobleReach, a CIA-linked organization that merged in 2022 with IQT Emerge, a subsidiary of In-Q-Tel, the US agency’s venture capital arm, to send and fund eight US employees at its offices in Brazil, Panama and Colombia. NobleReach will also train and mentor the professionals.
The organization has contracts with the NSA and the US Department of Defense, as well as a partnership with Darpa for dual-use technology. According to a contract obtained by Folha, NobleReach will donate $500,000 to the bank’s trust fund. The positions in Brasília, São Paulo, Panama and Colombia are open exclusively to US citizens.
Contacted by Folha, the World Bank said the talent program is similar to other initiatives by companies around the world and reiterated that participants will be subject to the bank’s rules, with no employment or hierarchical relationship with the donor organization.
NobleReach was contacted but did not respond. The Planalto Palace did not respond either.
