Cibinong Prison Chief's Reported Wealth Once Topped Rp6.1 Billion - Tempo.co English
TEMPO.CO, Jakarta - Indonesia's Ministry of Immigration and Correctional Affairs has suspended the Head of the Cibinong Class IIA Correctional Facility (Cibinong Prison), Wisnu Hani Putranto, along with four of his subordinates. This suspension follows findings by the Ombudsman regarding alleged luxury facilities provided to inmates.
"We have suspended five structural officials suspected of bearing responsibility for the incidents uncovered by the Ombudsman. To specify, they are the Head of the Correctional Facility, the Head of Security and Order (KPLP), the Section Head for Inmate Development (Binadik), the Section Head for Security and Order (Kamtib), and the Head of General Affairs overseeing state-owned assets," stated the Ministry's Inspector General, Commissioner General Rudi Setiawan, at the Cibinong Correctional Facility on Saturday, September 26, 2026.
Wisnu had served as the Head of the Cibinong Class IIA Correctional Facility since late 2023. When he first assumed the role, he reported assets valued at Rp6.1 billion.
That figure comprised land and building assets worth Rp3.925 billion, distributed across Semarang, Depok, and South Jakarta. In total, there were nine land and building assets, all recorded as self-acquired.
Additionally, he listed transportation assets worth Rp674 million, consisting of a Kawasaki sport motorcycle, a Vespa scooter, a 1995 Jeep SUV, a Honda scooter, a Yamaha scooter, and a Toyota Hilux pickup truck.
He also declared movable assets worth Rp46 million and cash and cash equivalents totaling Rp1.4 billion. He recorded no outstanding debts in his 2023 State Official Wealth Report (LHKPN).
His reported wealth subsequently declined by 2025. In his LHKPN filing, Wisnu recorded total assets of only Rp3.1 billion.
The decline was primarily due to a reduction in land and building assets; he reported owning only five such assets with a total value of Rp2.7 billion. His transportation assets had also decreased. He is currently recorded as owning only a 1995 Jeep SUV and a Toyota Hilux, with a combined value of Rp380 million.
Additionally, he holds other assets valued at Rp25 million and cash and cash equivalents worth Rp55.1 million. He is also recorded as having no outstanding debt.
Prior to his role as Head of the Cibinong Correctional Facility, Wisnu served as Head of the Class IIB Cilacap Correctional Facility. He received an award from the Indonesian National Police (Polri) for his synergy and active contribution to the resolution of drug-related criminal cases in early 2026.
Wisnu is a civil servant holding the rank of Pembina (IV/a) and serves as the Head of the Class IIA Cibinong Correctional Facility, an administrative-level position. Under Government Regulation No. 5 of 2024, the basic salary for a Class IV/a civil servant ranges from Rp3,287,800 to Rp5,399,900 per month, depending on the length of service within that rank.
Based on the Regulation of the Minister of Immigration and Correctional Affairs No. 3 of 2026, the position of Head of a Class IIA Correctional Facility falls under job class 13. Meanwhile, Presidential Regulation No. 30 of 2025 stipulates a performance allowance of Rp10,936,000 per month for that job class.
