Delhi's MCD accumulates Rs 80 crore in unpaid fees, dues from parking operators
The Municipal Corporation of Delhi (MCD) has accumulated more than Rs 80 crore in unpaid licence fees and contract dues from parking operators over the last three years, according to official documents.
The figures were disclosed in response to a short notice question raised by BJP councillor and Standing Committee member Hem Chand Goel during the committee's meeting at the Civic Centre on Thursday.
The disclosure comes as the civic body is overhauling its parking infrastructure.
The MCD said that even though it holds earnest money deposits and advance security amounts of nearly Rs 109 crore, it continues to face non-payment by contractors, leading to default notices, security forfeitures and cancellation of contracts.
The civic body said 374 parking sites are currently operational across various zones, including Civil Lines, Rohini, Karol Bagh and City-SP Zone.
Of these, 25 contracts have expired and are part of the re-tendering process, while renewal or re-tendering for 155 sites remains stalled at different stages.
Data submitted by the corporation covered revenue collection from 433 surface parking sites and 30 multi-level or mechanical parking facilities, taking the total to 463 sites over the last three financial years.
Parking revenue stood at Rs 179.45 crore in 2023-24, Rs 186.05 crore in 2024-25 and Rs 137.17 crore in 2025-26. Total revenue collected was Rs 253.93 crore, Rs 275.74 crore and Rs 265.58 crore, respectively.
While total revenue rose to Rs 275.74 crore in 2024-25 before falling to Rs 265.58 crore in 2025-26, parking revenue dropped sharply to Rs 137.17 crore, reflecting revenue leakages during contract transitions and continuing disputes over defaults.
To address rising traffic pressure and increase municipal revenue, the MCD plans to develop and allocate 83 new parking sites in high-density and commercial areas.
Tenders for 34 sites have already been issued, and bidding for the remaining sites is scheduled to be completed by November.
Officials said commercial hubs and high-density traffic corridors have been identified for the new parking facilities.
The MCD also said it is carrying out physical verification and creating a GIS-based digital database for all existing and newly tendered parking locations to improve oversight and check unauthorised operations.
The reply was approved by the competent authority and issued under the signature of the administrative officer, summarising the extent of unpaid dues, contract issues and the civic body's plans to reorganise its parking network.- Ends(With PTI inputs)
