Fikeni testified at the Madlanga Commission on Friday.
He outlined how political decisions have ultimately hampered government's service delivery.
Fikeni said transparency must be upheld between political deployees and department heads.
He was referring to the tussle between on-leave Minister Senzo Mchunu and suspended police commissioner Fannie Masemola over who is authorized to disband police units.
"The lines are generally there, but even if you knew 'this is my power', once there's no consultation, no transparency, it is indicative of other things."
