Embattled top cop Lieutenant-General Shadrack Sibiya has laid bare his finances in court, revealing that he earns a gross monthly salary of R158,652, takes home R83,382, owns two properties worth R3.35 million, and five vehicles collectively valued at more than R1.2 million.

Sibiya disclosed details of his finances, properties, vehicles and family responsibilities when he appeared in the Randburg Magistrates’ Court this week in connection with a case involving allegations of rape, sexual grooming, human trafficking and the alleged negligent possession of a firearm.

He remains in custody at the C-Max facility at Kgosi Mampuru II.

Sibiya was born on December 16, 1967, in Lefagathe village, Phokeng, Rustenburg, North West, and attended school in the surrounding area.

“I have resided within the borders of the RSA my whole life,” he said.

He said his immediate family members lived in South Africa and that he was also commercially active in the country.

“I am the holder of a valid RSA passport, attached hereto, and I am willing to surrender my passport to the state, if necessary, for the duration of my trial,” he said.

Sibiya said he had lived in Centurion for about 10 years.

He said the address was publicly known as his home and had previously been visited by SAPS members, including the current investigative team on September 21, 2026.

He added that the address was also mentioned in the J50 arrest warrant.

Sibiya said he had been legally married since 2018 and that his wife lived with him at the Centurion property.

“Each of the aforementioned minor individuals are not only directly dependent on me financially, but also in respect of their emotional and social needs,” he said.

Although his adult children were not directly dependent on him financially, Sibiya said they relied on him from time to time for financial assistance.

His adult children include a 37-year-old who is employed as an educator; a 36-year-old who is self-employed and whom he assists financially; a 32-year-old employed as a constable in the Metro Police; and a 26-year-old procurement intern in the automotive industry.

He said he also assisted one of his children with the cost of a nanny and the school fees of his two grandchildren.

Sibiya said he assisted his 26-year-old child with vehicle maintenance and in emergencies.

His two minor children are both nine years old and are currently in Grade 5.

Although his wife is employed, Sibiya said he was the primary breadwinner in the household.

He said he was responsible for the financial wellbeing of his family, staff and other people who depended on him.

“My current situation has had and will continue to have a detrimental effect on my family emotionally, financially and psychologically,” he said.

- A 54-year-old man employed by him as a gardener.

Sibiya said he remained employed as a lieutenant-general in the South African Police Service (SAPS), although he was currently suspended pending disciplinary proceedings.

“My monthly remuneration consists of my SAPS salary, combined with a fluctuating income generated from family business,” he said.

“My gross monthly salary is R158,652.18 and my net monthly salary is R83,382.75.”

He said his salary was deposited into a legitimately registered South African bank account.

Sibiya said he owned two properties.

The first is Holding 196, Mnandi Agricultural Holdings Extension 1, which he purchased in 2017 for R1.55 million and which remains under bond.

The second is Portion 3 of Holding 4, Glen Austin Agricultural Holdings, which he purchased in 2021 for R1.8 million.

He also disclosed that a sectional-title property in the scheme known as SS Kerkira remained registered in his name, although the property had since been sold and transfer had not yet been effected.

“My ownership of the Mnandi and Glen Austin properties demonstrates my substantial ties to South Africa,” he said.

Sibiya also disclosed details of his movable assets.

- A 2007 Range Rover, with an estimated value of R235,372.

- A 2009 Toyota Land Cruiser Prado, valued at about R365,268.

- A 2022 GWM bakkie, valued at about R383,386.

- An Isuzu van, believed to be a 2005 model, valued at about R60,409.

- A 2017 Mercedes-Benz CLA 220, owned by his wife, with an estimated value of R197,600.

Sibiya also disclosed that he held a licence to possess a firearm issued under section 15 of the Firearms Control Act 60 of 2000.

The firearm is a 9mm Parabellum Uzi, bearing serial number 61251.

“The licence is valid from 18 May 2022 until 17 May 2032,” he said.

Sibiya told the court that he had been diagnosed with high blood pressure, diabetes and high cholesterol.

He said he took prescribed medication on an ongoing basis.

He asked the court to take his need for continued treatment and appropriate medical monitoring into account when considering his bail application.

Sibiya's criminal case comes as he also faces three disciplinary proceedings within SAPS.

He said he remained employed as a lieutenant-general but had been suspended pending disciplinary proceedings.

Sibiya said he intended to bring an urgent application to postpone his SAPS disciplinary hearing because his legal team was not yet ready to proceed.

His attorney, senior counsel Estelle Killian, said the defence would file the urgent application when Sibiya appeared on Monday.

“I called your attention to the fact that on the 30th, there was a further notice served, a third notice,” Killian said.

“There is a pending notice for the November hearing, then there is the expedited notice which is to be heard on Monday, and then a third notice was filed and served on him based on these specific charges before him without a date indicated. So those are the three disciplinary issues.”

Killian said that if the application was unsuccessful, the defence would approach the Labour Court.

SAPS spokesperson Brigadier Athlenda Mathe previously confirmed that Sibiya was served with disciplinary papers while in the holding cells on Tuesday morning.

The hearing is scheduled for October 5 and relates to allegations arising from the Madlanga Commission inquiry.

Mathe said the internal investigation had been finalised and the hearing scheduled on an expedited basis under Regulation 9, which applies to serious allegations including corruption.

She said arrangements would be made for the hearing to proceed if Sibiya remained in custody, while details of the venue would be communicated to him if he was released on bail.

He also served two more disciplinary notices from the SAPS while in custody.

Sibiya's troubles began after KwaZulu-Natal Police Commissioner Lieutenant-General Nhlanhla Mkhwanazi accused him of interference and corruption during an explosive media briefing in July 2025.

He was accused of conspiring with suspended Police Minister Senzo Mchunu to disband the Political Killings Task Team.

Sibiya denied the allegations and vowed to clear his name.

After he was placed on special leave, Sibiya approached the High Court in Pretoria to challenge the decision, arguing that it was unlawful.

The court dismissed his application.

Sibiya, who was the second-highest-ranking police officer in the country, was placed on special leave in July 2025. This was subsequently treated as a suspension in September amid investigations into alleged misconduct.

Sibiya is in the dock facing charges including rape, sexual grooming, human trafficking and alleged negligent possession of a firearm.

The state alleges that Sibiya raped an 18-year-old woman at a Sandton hotel in May after she was allegedly given alcohol and lost consciousness.

He is also accused of sexually grooming a 16-year-old girl through WhatsApp between July and August.

The state alleges that Sibiya possessed and shared sexually explicit images of the teenager, who is the daughter of one of his associates.

The state further alleges that Sibiya trafficked three people for sexual exploitation.

Prosecutors maintain that they have a strong case against Sibiya and are opposing his release on bail.

Sibiya's bail hearing is scheduled to continue on Tuesday, October 7.

He remains in solitary confinement at the C-Max facility at Kgosi Mampuru II pending the continuation of the bail proceedings.
