The Centre for Development and Enterprise (CDE) has called for stronger management to help keep the lights on.
Their report, Powering Joburg’s Turnaround, was released this week.
Several regions around Joburg have been without electricity since Saturday, reportedly caused by a substation fire.
The incident occurred a day after power was restored following a two-week outage.
