Northeast’s largest power project initiated in Assam’s Dhubri

Assam Chief Minister Himanta Biswa Sarma on Sunday (September 20, 2026) laid the foundation stone for the Adani Group’s 3,200 megawatt Ultra-Supercritical Thermal Power Plant at Chapar in Assam’s Dhubri district.
The ₹48,000-crore project, handled by Adani Power Limited, will be the largest power plant in the northeast. The project site involved the eviction of mostly migrant Muslims after the former Bodoland Territorial Council (BTC) government could not provide space in the adjoining Kokrajhar district.
“Assam is fast emerging as the region’s energy hub, with several mega energy projects in the pipeline. The 3,200 MW Chapar project is a proud outcome of the confidence generated by the Advantage Assam Investor Summit 2.0,” the Chief Minister said.
“This project will be one of the largest single investments ever made in Assam. Besides providing massive employment opportunities, the State will also benefit through increased economic activity and SGST (State Goods and Services Tax) revenues, and local industries and enterprises will have opportunities to participate in the emerging ecosystem,” he said.
Jeet Adani, Adani Group director, said the Chapar plant is part of a ₹63,000-crore power investment in Assam, with commissioning in phases from December 2030. The other projects include two pumped storage plants worth ₹15,000 crore, with a combined capacity of 2,700 MW.
“The thermal plant will provide reliable and affordable electricity to support homes, businesses, and industries. The project will also create jobs and open up opportunities for local contractors, suppliers and businesses. We are proud to invest in Assam and be part of the State’s economic growth,” Mr. Adani said.
The Chapar plant will comprise four 800 MW units and use ultra-supercritical technology, with high-efficiency systems and modern environmental safeguards.
Adani Power Limited received the letter of award for the Chapar project from the Assam Power Distribution Company Limited in November 2025. This was four months after violence broke out during an eviction drive to clear alleged encroachments from over 3,500 bighas (1,157 acres) of land. Some of the 2,500 families were reportedly given ₹50,000 each as compensation.
The State government zeroed in on the Chapar area after the erstwhile Pramod Boro-led BTC government said it would not acquire private or tribal land for any project. The government initially eyed Kokrajhar district’s Parbatjhora area for the project.
