NUPRC, NMDPRA, NNPC, IOCs Converge on Lagos for Hydrocarbon Measurement Talks - THISDAYLIVE
Nigeria’s petroleum regulators, leading oil and gas producers, fiscal institutions and measurement technology providers from across the world will gather in Lagos for the 6th Nigeria Hydrocarbon Measurement Conference (NiHMEC).
The three-day conference will hold at the Federal Palace Hotel, Victoria Island, from October 6 to 8, 2026, and has become the industry’s annual meeting point on hydrocarbon measurement and accounting.
The forum focuses on the discipline that determines how much oil and gas the country produces and how much revenue reaches operators, host communities and the Federation, at a time when Nigeria’s production has risen above the OPEC quota and the federal government has set higher targets.
The Chief Executives of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) will deliver keynote addresses at the conference.
Also lined up for the CEO Session are the Chief Executives of NNPC Limited, Seplat Energy, Heritage Energy, West African Exploration and Production, Pan Ocean, ND Western and Midwestern Oil and Gas.
Coordinator of the NiHMEC Technical Advisory Committee and Managing Partner of Fleissen & Company, Dr. Sunday Kanshio, said the strength of the programme showed that government and operators had placed measurement at the level of leadership attention.
Kanshio said: “Accurate measurement of oil and gas is critical to maximising production, ensuring proper accounting and protecting government revenue. Every barrel the country has worked to add to production only becomes revenue at the point where it is measured and accounted for.”
He added: “That is why the people who set the rules, the people who apply them and the people who depend on the numbers come together at NiHMEC each year to share experience and address the challenges together.”
According to him, measurement runs from the individual well, through the flow station or FPSO where production from several fields is allocated, to the export terminal where fiscal metering provides the basis for royalties and taxes, noting that “without measurements of oil and gas quantities, it is almost like we are working blind.”
He affirmed that NiHMEC has also established itself as the platform on which new measurement and metering technology is introduced to Nigeria’s hydrocarbon market, with this year’s technical streams carrying 24 papers from Nigerian operators and specialists from the United Kingdom, the Netherlands, Norway, the United Arab Emirates and the United States.
The conference, which will feature sessions on hydrocarbon sampling, prover design, clamp-on and virtual multiphase metering and cyber-resilient measurement systems, is supported by NUPRC and NMDPRA and sponsored by Shoreline, FIRST E&P, Seplat, Aradel, Heritage Energy, Waltersmith and others, and is organised by Fleissen Events Limited.
